Passport Services

Passport services are conducted by appointment only. All customers must bring a completed and unsigned  DS11 form to their appointment.

The Orange County Clerk-Recorder Department is a designated passport acceptance facility and is authorized to receive passport applications on behalf of the U.S. Department of State. Our skilled passport agents are on site to help you submit your passport application and to ensure everything is submitted correctly to avoid any delays. We also offer passport photos that are printed while you wait and attached to your application.

Customers may apply for a passport book, passport card, or both options. Passport books are valid for all forms of international travel. Passport cards are valid only for travel by land or sea to Canada, Mexico, Bermuda, and the Caribbean.

Processing Time: Please know that the Clerk-Recorder Department is only authorized to accept new passport applications. All accepted applications are mailed to the U.S. Department of State; they are responsible for processing the application and issuing the passport. Routine processing service at the federal level can take up to 14 weeks total from the day an application is submitted at an acceptance facility. The U.S. Department of State also offers expedited service for an additional $60 which takes up to 10 weeks total for processing and mailing. Customers with emergency or urgent travel needs within 3 business days should call 1 (877) 487-2778, email NPIC@state.gov, or visit travel.state.gov for further assistance.

Required Documents

  • Proof of U.S. Citizenship: A certified copy of your birth, citizenship, or naturalization certificate, or an expired passport.
  • Proof of Identity: Driver’s license, identification card, military ID, or naturalization certificate.
  • Recent Passport Photographs in Color: Available from our office during your appointment.
  • Passport Fees: Passport application fees and processing fees are paid separately. Passport Application Fees must be paid by check or money order and are made out to the U.S. Department of State. Processing fees are payable by any method – cash, credit or debit card, check, or money order. Please see below for details.
  • Social Security Number: The application requires the social security number only. Showing a physical social security card is not required.
  • For Minors Under 16 Years of Age: Minors under 16 years of age must show proof of citizenship. Both parents must be present for the appointment and present proof of parentage.

Passport Fees

Passport application fees may only be paid with a check or money order. These fees are paid to the U.S. Department of State and are sent with your application. Our department charges a $35 processing fee for all passport applications which may be paid using any form of payment.

Expedite Fee

Paid per application, in addition to application fees. Provides faster processing than routine service. Fee can be paid with a check or money order payable to the U.S. Department of State as part of the passport application fee if requested. This fee is subject to change without notice.
