The Orange County Clerk-Recorder Department is a designated passport acceptance facility and is authorized to accept new passport applications on behalf of the U.S. Department of State. This office does not handle passport renewal applications; you must submit them directly to the U.S. Department of State.
Customers may apply for a passport book, passport card, or both. Passport books are valid for international and domestic flights, and passport cards are accepted as ID for domestic flights and can be used when entering the United States at land-border crossings and seaports-of-entry from Canada, Mexico, the Caribbean, and Bermuda.

Required Documents
- Proof of U.S. Citizenship: A certified copy of your birth, citizenship, or naturalization certificate, or an expired passport.
- Proof of Identity: Driver’s license, identification card, military ID, or naturalization certificate.
- Recent Passport Photographs in Color: Available from our office during your appointment.
- Passport Fees: Passport application fees and processing fees are paid separately. Passport Application Fees must be paid by check or money order and are made out to the U.S. Department of State. Processing fees are payable by any method – cash, credit or debit card, check, or money order. Please see below for details.
- Social Security Number: The application requires the social security number only. Showing a physical social security card is not required.
- For Minors Under 16 Years of Age: Minors under 16 years of age must show proof of citizenship. Both parents must be present for the appointment and present proof of parentage.
Passport Fees
Passport application fees may only be paid with a check or money order. These fees are paid to the U.S. Department of State and are sent with your application. Our department charges a $35 processing fee for all passport applications which may be paid using any form of payment.
